Saber Expert is a Level 200 Boss that can only be fought after completing a puzzle to unlock the room he is in. While the player must be Lv. 200 to open his room and fight him, the player does not need to be Level 200 to complete most of the puzzle and acquire the Relic needed to open his door. The Relic does not save in the players inventory if the player dies, but can be re-obtained simply as explained below. Here's a quick tutorial on how the puzzle can be solved.
